Background

The Framework Programme( FP7) is the main funding scheme by which the European Union supports research and development in different areas included in the ICT. The objectives of the Framework Programmes are:

  • To strengthen the scientific and technological basis of European industry
  • To encourage its international competitiveness
Since several decades now, the Framework Programme has been open to participation from third countries (countries that are not members of the EU but have a scientific and technological co-operation agreement with the European Union). India is among the third countries entitled to participate and receive funding by the Framework Programme on the same conditions as the Europeans.
 
The European and international dimension

Projects must be transnational: only consortia of partners from different member and associated countries can apply. Projects proposed only on a national basis will not be accepted.
 
Who can participate?
Research organisations (Universities, Institutes, Research Centres, etc.)
Companies
Small or Medium-sized Enterprises (SMEs):
SMEs are encouraged to take part in all thematic areas; 15% of the budget is reserved for SMEs. In addition, for SMEs intending to innovate without having their own research capacity, the "co-operative research" instrument is appropriate.
SME Associations or groupings:
To boost innovation of whole groups of SMEs or of sectors dominated by SMEs, the instrument "collective research", is foreseen.
Public administrations:
If the organisation is dealing with research policy or management of public research programmes, the ERA-NET scheme might be of interest.
World-class researchers:
There are Excellence Grants to enable a promising researcher to create a team engaged in leading-edge or multi-disciplinary research, and Chairs for making top-level teaching appointments, in particular to attract world-class researchers and encourage them to resume their careers in Europe. Marie Curie Fellowships provide European placements for pre and post-doctoral researchers and for experienced researchers.
Institutions running research facilities of trans-national interest:
The infrastructure actions are of interest to institutions hosting an important research facility. They offer support for trans-national access by guest researchers from Europe or other countries.
Others:
Other entities like European Economic Interest Groups (EEIGs), European interest organisations, international organisations, non-governmental organisations, end-users, specialist service providers (management, dissemination, etc.) and many others
